In addition, personally I think you have too many sub-fora (forums). Why not just one entitled "Where to Skate" and not 13 organised by location? Do you really need to separate out inline, quads and skateboards? An event such as Le Mans 24H welcomes all three, so where does a post relating to it belong? And some helpful tips for inliners may be of relavence to quaddies, and so on. I would have one General sub-forum, one News, one Tips, etc. for all three modes of transport.
Also, if you wanted to recreate the original SerpentineRoad forum, that why not stick to the original fora:
Welcome - Introduce yourself and ask anything you like about the forum or skating - no question too stupid
London Scene - London gossip and skating chat
General skating - General chat from around the world
Events - What, where, when and why
Technique, Tips and Equipment - Tips and advice on both skating gear and technique

Foo - The place to talk about absolutely anything non skating related
Dinner Parties, Drinks Dos etc - Who's where when and why, and you're all invited
Geeks Corner - Anything IT related
Commercial - The place to advertise and sell your stuff

When we were thinking about the forums and how to break them down we were trying to balance an intuative system where it would be easy to know where you should post but also how to quickly find the information/post without having to wade through a lot of irrelivant posts. Which is why there is such a large number of places in the 'where to skate' section.
We did also consider how we handle posts which relate to all types of skate but didn't really want to create yet another section and as you've pointed out we haven't really come up with a solution to that one yet. Maybe there is a case for having a News & Events, For Sale/Wanted section which does relate to all areas of skate.
